US has the legal right to exclude illegal immigrants from their country, especially if they are committing crimes that is costing US money to process the criminals through the court systems.
Haiti is an independent country and has no legal ties to US.
However, I hope that The court systems and the Departments of Justice and Immigration will see fit as to not condemned all the criminals the same way. For instance, heavy, repeated offenders vs. first timers, petty crimes that can be classified as misdemeanors as opposed to heavy crimes that can be classified as felonies like rape, drug dealers and murderers.
I would also hope that US could be somewhat sympathetic to Haiti in view of what is going on in Haiti right now coupled with the year-end holidays.
US is within its rights to grant asylum to Cubans who are flying political oppression.

I don't know anything about it but it would be very unfortunate that he could make such decision.
Most Haitians believed that Obama was going to do something for thousands haitians who are living illegally in the States after his elections.
All Haitian Americans voted for him but they are very disappointed of his administration.

Residence in the USA is not a right, it is only a privilege.
If one is in this country illegally and additionally is committing crimes, what should the US government do?
Keep the illegal immigrants here to commit more crimes on innocent citizens?
Think objectively about it. Give it a try.
Of course each individual situation is unique to that individual and different.
That is why the US authorities should adopt a case by case analysis approach in deciding who is to be removed from the country as opposed to a blanket "one fits all" policy.
Statistically many criminals commit crimes in their own communities.
So there is a high probability that the Haitians scheduled for removal were committing crimes against other Haitians in the US Haitian communities.
